Scottish Local Authorities are threatening to impose a new regime from 1st April requiring all events, free or not, whether for 1 day or 1 year to be licensed. Obtaining such a license can be expensive and can take weeks or months. It is feared such a new regime will prevent many small scale arts event from taking place at all. Some see this as a tax on arts, others as censorship, others as bureaucracy gone to extremes and others as a form of political control.
